So this is Regina (name is open but something Latin-y would be appreciated to tie in with Lucius, also her face is open! This is Amanda Seyfried) and she is Lucius' younger sister. I see them getting on well but not all that close really. She could probably come to him if she were to have troubles in her life and he'd certainly help her out, but he's not the kind of brother to care much about who she's been dating etc. because if he gets too invested, he will punch whoever it is in the face and bury them alive! He doesn't like the thought of ANYONE touching his baby sister, even if they aren't that close.
She's about 6 years younger that him (could have been the Marauder's year or the year below with my Jovian Isobel Corrine Rowle , player's choice!) which could have contributed to why they're not all that close!
